Public bug reported:

The xfce4 session was started with the command "startxfce4"

Some buttons of  other notification area applets are also disabled.

I have tried to start the nm-appled with root privilegies without
success.

If the xfce session is started with "sudo startxfce4" the xfce session
is started as root ...

The command "startx" does not work : no panel and no desktop  ... only
the xfce4 wallpaper with regular cursor.

The command line network manager interface works normally in a root
terminal or relying on sudo.

If the xfce4 session is started from the graphical login screen
everything is OK . In any case I like to start from the text mode login.
