The HDR+flash mode pre-flash also helped with red-eye reduction, by constricting pupils.
So, it's nice that the UI reflects that the flash won't be enabled during exposure, but as a side effect it also breaks the most reliable method of getting good-quality indoor photos. The pre-flash helps with focus and red-eye, while HDR with no flash gets the best color.
