Thank you for taking the time to report this bug and helping to make Ubuntu better. I am unable to reproduce this bug on Ubuntu 12.04 by removing and reinstalling the octave3.2 package.
I notice that you have the fglrx package installed. This package should be providing the libGL.so.1 library that appears to be missing on your system. Something might be missing or misconfigured on your system.
