First, it's better to do it now instead of early in W because this is already years overdue, and this is a merge of an already-old version of console-setup that took about a month to stage (and further time to get testing done on). Waiting longer will increase the cost of re-merging again later.
Second, this is a blocker for merging the new version of initramfs- tools, which has also been stalled due to a dependency on the new version of console-setup; there's a fair amount of bit rot happening in initramfs-tools right now.
