New version of packages are added to the current Ubuntu development
release, which at the moment is Ubuntu Vivid.

If you would like a newer version in an older Ubuntu release, you may want to 
look into:
Stable Release Upgrades [1] (though they are mainly for fixing critical issues 
with a known fix)
Backports [2] for getting a newer version than what was available when the that 
release of Ubuntu was released.
