I ran into this same issue after installing Glipper on Ubuntu 12.04. The snippets submenu would initially show up when Glipper was executed but then dissapear after I clicked on an entry. If Glipper was run via a terminal window, this message would be displayed as the submenu vanished:
LIBDBUSMENU-GLIB-WARNING **: Trying to remove a child that doesn't believe we're it's parent. I was able to fix the problem with the submenu by editing the "plugins/snippets.py" file and deleting the lines for the "on_history_changed()" function completely.
