Reproduce:
I can recreate it creating hotspots in Ubuntu System Settings (unreleased 
code), but in theory it should be reproducable using [1].
1. Start hotspot
2. Disable hotspot
3. Goto 1

What happens:
Some times wpa_supplicant consumes 100% of the CPU, effectively freezing device 
(will not wake, can't reboot from hard buttons)

What should happen:
wpa_supplicant should not use 100% of cpu, neither should it be allowed to lock 
the device
