I would have to agree with Matthew on the evaluation of this "bug" report.
First of all, it does not absolutely follow that because IRC/Live Chat is second (yes, it is only second) in the list means that it will be the first recourse of action for a beginner. The fact that documentation is listed first plus the fact that very few people take a look at those first (before asking in IRC, forums, or mailing lists) only proves that the logic doesn't follow. Secondly, people will use the help resource that best answers their needs or what they know how to use. I have certainly seen many, many new users ask in forums first and sometimes never see them in IRC. People who do not know how to use IRC will most certainly skip over the IRC support and look for more familiar venues. Lastly, the suggestion you make does not really solve anything for anyone. #ubuntu will not suddenly become a friendlier place if the rearrangement is done. People will still come into #ubuntu and will still be faced with the same situation if the issue is not dealt with properly. That said, I would have to concur that #ubuntu is starting to have an image of unfriendliness and strictness.
