It seems that the openldap2.3-dev package is not built (also in Debian).
Comments in the rules file says :
# Don't build the libldap2.3-dev package until after sarge release
# so nobody can build against it.
dh_builddeb -a -Nlibldap2.3-dev
but the package is nowher to be found.
Release of this package would give the possibility to build krb5-kdc
with ldap backend support (need LDAP_VENDOR_VERSION > 20224)
