openldap2.3-dev is not provided to prevent any package from inadvertently
linking to openssl, to which openldap2.3 is linked. The reason for this is
that openssl is considered by the FSF and Debian to be incompatible with the
GPL.
The openldap2 package contains older versions of the libraries that are not
linked to openssl.
This will be fixed when openldap2.4 is ready, since it will be
compatible with gnutls.
