im-config in Ubuntu is able to set preferred "auto" IM (which is
default) by locale, it's implemented as described in Debian bug
780373[1]. Another patch that makes fcitx default for Chinese locales is
prepared in the package, and can be enabled by adding it to
debian/patches/series.
