The current system-image-common package in the
https://launchpad.net/~barry/+archive/ubuntu/systemimage/+build/7052762
PPA contains: "Depends: ..., ubuntu-download-manager, ...". For snappy
we would like to have "ubuntu-download-manager | python3-pycurl" to
avoid pulling in this extra dependency.
