I had a simmilar problem when updateing from 14.04 to 14.10. instalation of libc6-2.19.10ubutnu2.3 over libc6-2.19.0ubutnu6.6 stuck in half configureg state beacuse the whole system froze. I'm not sure what is the cause of the problem but I did manage to fix it by running the system in recoevry mode and running dpkg --configure -a. It;s worth mentioning that I use a custom kernel (3.18) i thought it might be the problem so to be sure i ran the ubuntu certified kernel for recovery.
That solved the problem. I belive that upgrading libc6 in recovery mode isn't reqiered so i guess this is to be considerd a bug -- You received this bug notification because you are a member of Ubuntu Bugs, which is subscribed to Ubuntu. https://bugs.launchpad.net/bugs/1269774 Title: Freeze at "setting up libc6:i386 (2.18.0ubuntu6)...."
