Thanks for your report. I'm able to reproduce this in an updated Gutsy.
In my opinion, this bug should be confirmed.
** Description changed:
Binary package hint: adept-manager

- adept_manager: 2.1.3ubuntu14

- when mark application broken then I used undo boton or cancel change for
- unmarked broken application, soon marked (or previous marked) other
- package (no broken) and apply change show error:
+ Steps to reproduce:
+ 1) mark to install a broken package (such as okular in this moment)
+ 2) deselect it using undo button or cancel change
+ 3) mark to install another package not related with the broken package
+ Adept prevent to apply these changes giving this error:
"there was an error commiting changes. Possibly there was a problem
downloading some packages or the commit would break packages."
- and unmarked all packages.
