Christopher, I have tried the last upstream kernel v4.0-rc3-vivid using the iwlwifi-7260-9.ucode and the latest iwlwifi-7260-12.ucode firmware.
Unfortunately the problem of varying connection speed persists with the iwlwifi-7260-12.ucode firmware which I got from the package linux- firmware_1.143.
