I can confirm this - running evolution 2.11.92-0ubuntu1 package on Ubuntu Gutsy. Creating filters/search folders from emails using the normal menu always works.
Using the right click menu, it's a little bit more complicated. When left-clicking options in the 'create rule from message' it sometimes works - but mostly it doesn't.
