Method to reproduce:
0. Make two panels, one at the bottom and one at the top.
1. Connect a secondary display, use arandr/xrandr to place it on top of the
first display.
2. Make sure to move all panels to the bottom display.
3. Maximize a window in the bottom display.
4. Notice the title bar of the window to be underneath the top panel in the
bottom display. The maximized window should stay within the border set by the
panels.
