Public bug reported:

I've had click chroot building failing on vivid for a long time. It has
claimed "click chroot: error: schroot not installed and configured;
install click-dev and schroot" even though both are installed.

It seems the error is due to click/commands/chroot.py checking for
whether path /etc/schroot/click/fstab exists. After creating it click
chroot creating starts.

Before finding this I've tried removing and reinstalling click, click-
dev, schroot, schroot-common etc but nothing seems to create it.

At minimum, the error message is incorrect if schroot is installed for
the user.

** Affects: click (Ubuntu)
     Importance: Undecided
         Status: New
