Your request is not clear. 14.04 IS the LTS. You are on 14.10 anyhow. Since both are not the development version, they won't receive any updates other than bugfixes. In the case of volatile packages like youtube-dl that isn't so easy. You can read more about this policy at https://wiki.ubuntu.com/StableReleaseUpdates.
Youtube from the repositories works well enough for me and I stay on the LTS releases. Given the rat race between tube sites on one end and the youtube-dl devs and packagers on the other, you might want to consider using their software straight from the source. Ubuntu is not going to update the packages in any major way after release.
