Public bug reported:

After turning the HDMI display off with xrandr and unplugging the HDMI cable,
the Xfce session isn't resumed correctly. Some of the symptoms include:
  1) Lost theming; GTK and icon themes change
  2) Keyboard shortcuts do not work
  3) User configuration not used; eg. xfce4-terminal uses the default font
  4) When opening Thunar or the terminal, the default location is /, not
/home/username as usually

Running xfsettingsd fixes symptoms 1 and 2, but symptoms 3 and 4 stick
until reboot; can't check whether a logout would work, since there
doesn't seem to be a session to log out from.
