I meant that when you dock or undock a laptop you get a particular evdev event (SW_DOCK), which logind checks for. This tells apart the simple "external monitor" case from "laptop sits closed in dock and only uses external monitor".
That the laptop doesn't suspend under a VT is not expected (unless you changed HandleLidSwitch=). That might warrant another bug report against systemd.
