I seem to be hitting this now with amd64 images.

$ sudo ubuntu-device-flash --revision=356  core --output ubuntu-core.img
--channel ubuntu-core/devel-proposed -s 8 --enable-ssh
Fetching information from server...
Downloading and setting up...
Failed to read harware.yaml from device part, provisioning may fail: failed to
extract a hardware.yaml from the device part: tar: hardware.yaml: Not found in
archive
tar: Exiting with failure status due to previous errors

Bootloader set to '' in hardware description, assuming grub as a fallback
New image complete
Launch by running: kvm -m 768 ubuntu-core.img
$

Then while tailing /var/log/syslog while that is happening:
Apr  1 16:06:14 localhost kernel: [125040.127979] EXT4-fs (dm-2): mounted
filesystem with ordered data mode. Opts: (null)
Apr  1 16:06:14 localhost kernel: [125040.145277] EXT4-fs (dm-3): mounted

This is on utopic with ubuntu-device-flash 0.16-0ubuntu1.
