Feature ID: don't overload "root=" boot command line usage

Feature Description: Add support for new "ROOT=" boot command line
option

Business Case: Although support for using a tmpfs file system for rootfs
was added to the Linux kernel, it is currently not being used when
"root=" is specified on the boot command line.

Use Case: Use tmpfs, which supports xattrs, instead of ramfs, for the
rootfs.

Test Case: Verify with both the "root=" and "ROOT=" boot command line
options, the system can boot.
