steps:
for example
1.open Browser app
2.open notes app
(now notes shows on toplevel,en,browser behind notes i can see,do not click
notes!!! )
3.drag browser and move
(notes still shows on toplevel,what i except is browser)
it will show normal when you click or drag notes app
