so I removed the bcache LUKS device thing from the equation:
I commented it out the relevant line for home in /etc/crypttab and /etc/fstab
to use a dummy empty folder for /home on the main root SSD partition

and rebooted

and this still happens, this time it is
$ systemd-analyze blame|head -5
         32.510s systemd-udev-settle.service
         31.394s
dev-disk-by\x2duuid-xxxxxxx\x2xxxxx\x2xxxx\x2xxxx\x2xxxxxxxxxdevice
         30.908s systemd-fsck-root.service
          7.616s plymouth-quit-wait.service
          7.195s NetworkManager-wait-online.service
