I have the same problem, but with a ubuntu 14.10 - gnome installation, using the Magick-rotation 1.7 and the fix from another thread: https://bugs.launchpad.net/magick-rotation/+bug/1371221. 62-magick.rules is installed in the requested folder, but the program does not seem to find it.
