The hang in setupcon may be a red herring. I saw this on a machine (HP DL160 Gen9) with a FakeRAID controller (HP Dynamic Smart Array B140i) which isn't supported (yet).
I tried to install 14.04.2 LTS from USB media, and it got stuck at 76% (Running live-installer-console-setup). After switching the controller to legacy SATA / AHCI mode, the install didn't hang anymore.
