I get this message when I run what you asked: "You need to run 'sudo apt-get install python-apport' for apport-collect to work." When I ran the 'sudo' command as directed, I got a bunch of errors, so your command still did not work.
According to Ubuntu Software Centre, I have apport installed. When I type 'apport' in the terminal, I get 'command not found'. I do not know if I'm using compiz, probably not.
