Thank you for taking the time to report this bug and helping to make
Ubuntu better.
There was bug 1429725 for which I've just uploaded a fix in
10.0.17-0ubuntu1 which should be available in a few hours. That bug
prevented installation, but not in the way that you describe.
Having fixed that bug, I was unable to reproduce your issue.
Please can you try 10.0.17-0ubuntu1 once it becomes available? If that
works for you, please mark this bug Invalid. If it does not work for
you, then please provide steps to reproduce your problem on a fresh
Vivid system and then change the status of this bug to New. Thanks!
