I disagree and agree with that, it should be a global setting rather than per
app.
It could be refined per app (switch off) but in general if apps can do
background sync/updates via 3G as well has to be determined in System Settings.

by default we should not perform a sync when not connected to wifi. in
the future this should be a setting.
