I want to emphasize that the power dialog not appearing is not a regression from rtm->vivid. Still a bug, just not a regression.
The expectation with current code is that you'd get the mako/old-krillin behavior of "screen on, no dialog." I've split this bug in two: Bug 1446298 is about showing the power dialog on a long-press wake.
