Public bug reported:

To reproduce install a lubuntu from the altenrate installer on either
i386 or amd64. Then open lubuntu-software center type a pacakge that is
not installed in lubuntu for example sakura.

I expected lubuntu software center to allow me to install packages. Instead I 
could remove a package from the installed software center but it would not find 
any new package on lubuntu software center. If I installed ubuntu software 
center in another vm and installed something then I could install packages in 
lubuntu software center even after I removed ubvuntut software center so this 
is a potential workaround.
