Public bug reported:

The alsamixer is the default volume manager. However, it does not
properly manage the volume. When playing a video from youtube with
gstreamer installed, no soud was heard. Even after increasing the
volume, nothing. The lxpanel would not display the volume controller.

Alsa-base was removed and pulseaudio was installed instead. Still not
volume applet could be shown on the panel. No pulseaudio controller was
found in the "Sound and Video" app menu. Pulseaudio was executed from
the terminal which gave this output,

W: [pulseaudio] authkey.c: Failed to open cookie file
'/home/lubuntu/.config/pulse/cookie': No such file or directory
