There is an example configuration for using ftpd
under the control of xinetd. It is delivered as
/usr/share/doc/fptd/examples/ftpd.xinetd

The path
"/usr/share/doc/fptd/examples/ftpd.xinetd" should probably say:
"/usr/share/doc/ftpd/examples/ftpd.xinetd"
