I think I have found the solution of my problem with nm-applet.

1) I have edited /etc/sudoers with visudo adding (at the end of the text) the 
two following lines  :
    %sudo     ALL=(ALL)  NOPASSWD:  /usr/bin/dbus-launch
    %sudo     ALL=(ALL)  NOPASSWD:  /usr/bin/nm-applet

2) I have edited file /etc/xdg/autostart/nm-applet
    replacing line Exec=dbus-launch nm-applet with line  Exec=sudo dbus-launch 
nm-applet

After a system restart and text mode login and the command "dbus-launch
startxfce4" was issued: the nm-applet icon behaved as expected, without
any disabled button.

The nm-applet seems also to be working flawlessly when the session is
started simply with command "startxfce4".

I must confess I do not understand exactly which is the difference between 
"dbus-launch startxfce4" and "startxfce4" or
between "dbus-launch nm-applet" and "nm-applet". Everything seems to be the 
same, even if I am sure that ... it is not quite the same !

I have not yet checked that everything works as expected, when
connecting to wireless networks.  I will do that in the next few days.
