1. The default installation of "lubuntu-desktop" (Ubuntu 14.04.2) looks
fine, after that, I downloaded a theme for openbox called "Windows8OB",
after applied it, I noticed that the icons kept the previous
"transparency".

2. As you can see in the picture, the expected result should be "blue
background" for the launch icons (not for the opened applications).

3. After applied the theme using "OpenBox configuration manager", and
after restart (the theme don't applies inmediately for the taskbar only
for the windows), the icons kept the original color.

4. The icon theme is GNOME, changing the Icon Theme doesn't change the
behaviour, as you can see here:
