In this description, I used Tweak Tool to set these options.
When I set the Window Action key to Disabled, the focus no longer
follows any mouse click inside of a window. Focus can only be changed
by clicking on a window's title bar. This worked properly in Ubuntu
Gnome 14.10. The other Focus Modes, "Mouse", and "Sloppy" appear to
work correctly.
