Unfortunately it is not possible for dpkg to tell the difference between
a package whose prerm has correctly determined that it is not safe to
remove the package (eg, RAID tools on a system using RAID) and a package
with a buggy prerm.

If a package is buggy, that bug should be fixed and then once the
package on the system is upgraded, it can be removed.
