As Carl Eugen already explained, we can't enable the Fraunhofer FDK AAC encoder for legal reasons. Have you tried the native aac encoder (-c:a aac -strict -2)? If you can give some details in which way it is inferior to the Fraunhofer FDK AAC, it could be improved accordingly. Otherwise we'll have to close this bug as won't fix.
