Noticed my laptop getting hot over the last month or so. Investigating,
I ran 'cpupower frequency-info' and found that all my cores were running
at 2.8GHz pretty-much constantly despite being mostly idle.
My laptop was using the intel_pstate module for CPU frequency governing.
I tried switching between powersave and performance governors but they
both showed the same issue.
Adding intel_pstate=disabled to my kernel command line switched over to
using the acpi-cpufreq module and the ondemand governor. With that
enabled, my CPU is back down to 800MHz-1.1GHz at idle, as expected and
it immediately stopped overheating.
Bug 1188647 covered disabling intel_pstate a while ago while it was
considered buggy but now it's enabled again, it seems to be causing
problems for me.
