I cannot see any flickering (i.e., frames of black or some other color
inbetween the rendering of the resizing image).

What I do see is the status bar and application header hiding/unhiding
at the same time, but they are not synchronized. Because of this the
space for the photo is changing in a non-fluent way which causes a
jittery animation. Is this what the bug is referring to?

If the jittering is a problem, I think it could be solved by instead of
a header that animates out, using a semi-transparent overlay header
(like in the camera app photo roll). We could also link the header to
the status bar so they animate together but that would be something that
we cannot do quickly since they are handled by different projects (unity
vs the app).
