I'd like to close this bug, no change is necessary. I've discussed this
with the prior maintainers of the proposed-migration infrastructure and
discovered that 'build-essential' is expected to be present in the
trusty version of the testbeds used by proposed-migration.

[Background]
This bug was created to specifically request adding 'build-essential' to the 
autopkgtest testbeds used by the dep8 tests defined in /debian/tests/control. 
The autopkgtest test environment is not the same as the build environment and 
is meant to be a minimal install of Ubuntu. As such, build tools are not 
generally installed. However, I've discovered that 'build-essential' is 
installed by default for the trusty version of the autopkgtest testbeds used by 
proposed-migration for historical reasons. As this bug was opened specifically 
to add 'build-essential' for the trusty version of python-scipy and 
'build-essential' is already expected to be installed there, the bug can be 
closed.
