This was apparently fixed in vivid's invoke-rc.d, i. e. considering the
case that a package only has an upstart job and a systemd unit, but no
init.d script. apt-get install modemmanager is fine in vivid, so this
invoke-rc.d fix would need to get backported to utopic.
