You sources.list file has no entry for binary packages (deb) for precise
main and then the release upgrader fails.

deb-src http://archive.ubuntu.com/ubuntu precise restricted main multiverse 
universe #Added by software-properties

You need a line like the above but with deb (as opposed to deb-src) in
it for the upgrade to be calculated.
