Please report bugs with apport ("ubuntu-bug systemd"), you didn't
include any useful information I'm afraid. After booting, please do
sudo journalctl -b > /tmp/journal.txt
and attach /tmp/journal.txt and your /etc/rc.local. Also include the
status of
sudo systemctl status -l rc-local.service
