This problem vexed me for days and I FINALLY FOUND AN ACCEPTABLE (imho)
WORKAROUND! (assuming you are using gnome-shell)
First, click this link:
https://extensions.gnome.org/extension/442/drop-down-terminal/
Then, enable drop-down-terminal and apply your personal settings via the
settings UI.
Voila! the tilde key (or whatever key is above tab on your keyboard) is
now your shortcut for gnome-terminal! (unless you set it to something
else)
This (under any other circumstances completely redundant) extension made
my day, I hope it helps you too.
