Alexander, it appears to be a side-effect of patch

41t_nm_device_wireless_index_ctrl_sockets_by_run_count.patch

Building without that has (so-far) given me good starts from cold every
time.

I'll dig deeper into the source to see if I can pin-point the reason,
but from a cursory glance it looks reasonably easy to solve.
