The dependency generation for the empty dummy -dbgsym ddebs (which are
generated if the source builds -dbg packages on its own) seems quite
random:

cpp-4.9-dbgsym_4.9.2-16ubuntu1_i386.ddeb:
 Depends: libasan1-dbg (= 4.9.2-16ubuntu1)

cpp-4.9-dbgsym_4.9.2-16ubuntu1_ppc64el.ddeb:
 Depends: libgo5-dbg (= 4.9.2-16ubuntu1)

This needs to be refined to depend on the correct -dbg package in case
there are several.
