Unfortunately this bug report mixes several different issues.

(A) "San fran" returning lots of results isn't a bug, though "San
Francisco, California" and "South San Francisco, California" both
appearing is bug 1454195.

(B) Bug 1362134 doesn't affect the sorting of results for "san fran" at
all, because all except one of the results are places that start with
"san fran".

(C) I would not expect "San fran ca" or "San fran CA" to return results,
because there are no places containing the whole words "san fran". Even
if we wanted this search to return results, I don't see how we could
both do that and fix bug 1454186.

(D) That "San francisco ca", "San francisco, Ca", and "San francisco, U"
return no results is a real bug. So, I'm narrowing this bug report just
to cover that.

** Description changed:

- Interestingly when I use only a 2G connection (US, AT&T) I don't seem to
- get time zone data sent from the tower (or it's always been this way on
- 3G as well and I have just forgotten setting it in the past).
+ Ubuntu 15.04 r207
  
- Attempting to set my location to San francisco I tried the following
- searches:
+ 1. Go to System Settings > "Time & Date" > "Time zone".
+ 2. In the search field, type any of the following:
+     San francisco ca
+     San francisco, Ca
+     San francisco, U
  
- San fran
+ What happens: There are no search results.
  
- at this point I of course observed a large number of options, so I
- attempted to filter:
- 
- San fran ca
- San fran CA
- San francisco ca
- San francisco, Ca
- San francisco, U
- 
- all of which produce no results, at which point I backspaced back to San
- fran and just searched the list.
- 
- It's very surprising that none of these worked (I guess it wanted, San
- Francisco, C?)
- 
- I would suggest two improvements:
- Fuzzier searching
- Cities organized by population
+ What should happen: "San Francisco, California, United States" is
+ returned as a result.

** Summary changed:

+ Time zone search "San Francisco CA" etc doesn't return San Francisco
