Unfortunately this bug report mixes several different issues. (A) "San fran" returning lots of results isn't a bug, though "San Francisco, California" and "South San Francisco, California" both appearing is bug 1454195.
(B) Bug 1362134 doesn't affect the sorting of results for "san fran" at all, because all except one of the results are places that start with "san fran". (C) I would not expect "San fran ca" or "San fran CA" to return results, because there are no places containing the whole words "san fran". Even if we wanted this search to return results, I don't see how we could both do that and fix bug 1454186. (D) That "San francisco ca", "San francisco, Ca", and "San francisco, U" return no results is a real bug.
