Public bug reported:
Currently there's no way to change/overwrite the proxy settings from
within the program, i.e. one has to stop `synaptic`, change the
environment and restart it. A custom environment to run `synaptic`
without a system-wide specified proxy (in environment variables) has to
be provided at every start as well.
